As expected, the U.S. Environmental Protection Agency (EPA) issued proposed rules on Friday to reduce the amount of ethanol required to be blended with gasoline in 2014. After a 60-day comment period the EPA will publish final rules that may incorporate some of the comments it receives. The proposed reduction represent a huge win for oil refiners and a nasty blow to ethanol producers and farmers.

The Energy Independence and Security Act of 2007 mandated production and blending of 18.15 billion gallons of biofuels in the U.S. motor fuel supply for 2014. Of that total, 14.4 billion gallons was slated to be corn-based ethanol. The EPA�� proposed rules cut the total amount of required renewable biofuels to 15.21 billion gallons, of which 12.7 billion to 13.2 billion gallons would be corn-based ethanol.

When the 2007 law was enacted, the Energy Information Administration (EIA) estimated that demand for gasoline would reach 154 billion gallons in 2014. The most recent estimate sets demand at just 133 billion gallons.

    Among its peers in the MLP and LLC space, LINN by far hedges the most production. BreitBurn Energy Partners (NASDAQ: BBEP  ) , for example, has hedged roughly 75% of its production through 2015, whereas LINN is 100% hedged through 2016. BreitBurn almost exclusively uses swaps as its hedge of choice. It's a similar story at Vanguard Natural Resources (NASDAQ: VNR  ) , which also uses swaps to almost exclusively hedge natural gas while using three-way collars to hedge about a third of its oil production. While LINN could get more creative, one thing I'd be surprised to hear is that it's going to join these two peers and leave some of its production unhedged.

Transocean Ltd. (Transocean) is an international provider of offshore contract drilling services for oil and gas wells. The Company operates in two segments: contract drilling services and drilling management services. Contract drilling services, the Company�� primary business, involves contracting its mobile offshore drilling fleet, related equipment and work crews primarily on a dayrate basis to drill oil and gas wells. Its drilling management services segment provides oil and gas drilling management services on either a dayrate basis or a completed-project, fixed-price (or turnkey) basis, as well as drilling engineering and drilling project management services. As of February 14, 2012, it owned or had partial ownership interests in and operated 134 mobile offshore drilling units. On October 4, 2011, the Company acquired Aker Drilling ASA (Aker Drilling). In February 2011, it sold the subsidiary that owns the High-Specification Jackup Trident 20.

During the year ended December 31, 2011 (during 2011), the Company completed the sale of its 50% ownership interest in ODL to Siem Offshore Inc. Drilling Fleet

The Company engaged in both types of drilling activity: floaters, including drillships and semisubmersibles, and jackups. Also included in its fleet is a swamp barge drilling unit. It categorized the drilling units of its fleet as High-Specification Floaters, consisting of its Ultra-Deepwater Floaters, Deepwater Floaters and Harsh Environment Floaters, Midwater Floaters, High-Specification Jackups, St! andard Jackups and a swamp barge. High-Specification Floaters are specialized offshore drilling units that it categorize into three sub-classifications based on their capabilities. Ultra-Deepwater Floaters are equipped with mud pumps and are capable of drilling in water depths of 7,500 feet or greater. Deepwater Floaters are generally those other semisubmersible rigs and drillships capable of drilling in water depths between 7,500 and 4,500 feet. Harsh Environment Floaters are capable of drilling in harsh environments in water depths between 10,000 and 1,500 feet and have displacement, which offers variable load capacity, more useable deck space and motion characteristics. Midwater Floaters are generally consists of those non-high-specification semisubmersibles that have a water depth capacity of less than 4,500 feet.

As of February 14, 2012, the Company�� fleet was located in the Far East (27 units), Middle East (16 units), West African countries other than Nigeria and Angola (14 units), United States Gulf of Mexico (13 units), United Kingdom North Sea (12 units), India (12 units), Brazil (10 units), Nigeria (10 units), Norway (eight units), Angola (four units), Australia (three units), the Mediterranean (two units), Canada (two units), and Romania (one unit).

Contract Drilling Services

The Company specializes in offshore drilling business with a particular focus on deepwater and harsh environment drilling services. Its contract drilling operations are geographically dispersed in oil and gas exploration and development areas throughout the world.

Drilling Management Services

The Company provides drilling management services primarily on a turnkey basis through Applied Drilling Technology Inc., its wholly owned subsidiary, which primarily operates in the United States Gulf of Mexico, and through ADT International, a division of one of its United Kingdom subsidiaries, which primarily operates in the North Sea (together, ADTI). As part o! f its tur! nkey drilling services, the Company provides planning, engineering and management services. Under turnkey arrangements, it designs and executes of a well and delivers a logged or cased hole to an agreed depth. Newfield Exploration Company (Newfield), incorporated on December 5, 1988, is an independent energy company engaged in the exploration, development and production of crude oil, natural gas and natural gas liquids. The Company�� domestic areas of operation include the Mid-Continent, the Rocky Mountains and onshore Texas. Internationally, it focuses on offshore oil developments in Malaysia and China. As of December 31, 2011, it was in the process of drilling 16 gross (9.6 net) exploitation wells and 24 gross (19.7 net) development wells domestically. As of December 31, 2011, internationally, it was drilling one gross (0.6 net) exploratory well in Malaysia. In May 2011, the Company acquired assets in the Uinta Basin of Utah.

Resource Plays

As of December 31, 2011, the Company owned an interest in approximately 825,000 net acres in the Rocky Mountains area. Its assets are oil. It is an operator in the state of Utah, consisting approximately 30% of the state�� total oil production. It has approximately 230,000 net acres in the Uinta Basin and its operations in the Basin can be divided into two areas: its legacy Monument Butte and its position in the Central Basin, located immediately north and adjacent to Monument Butte. It has approximately 1,800 oil wells in the Green River formation in its Monument Butte field. Its acquisition of acreage north of Monument Butte added approximately 65,000 net acres, including the Uteland Butte and Wasatch formations. During the year ended December 31, 2011, it had drilled approximately 20 wells in these new plays with encouraging results. As of December 31, 2011, its net production from the Uinta Basin was approximately 22,000 barrels of oil equivalent per day.

The Company has approximately 65,000 net acres under development on the Nesson Anticline of North Dakota and west of the Nesson. In addition, it has about 40,000 net acres in the mature Elm Coulee field, located in Richland County, Montana. As of December 31, 2011, it had! drilled 67 wells in North Dakota with production from the Bakken formation. Its acreage is also prospective for the Sanish/Three Forks formation. As of December 21, 2011, its net production was approximately 7,500 barrels of oil equivalent per day. It has approximately 340,000 net acres in the Southern Alberta Basin of northern Montana. Its activities in the Mid-Continent have been focused on two natural gas plays - the Arkoma Woodford and the Granite Wash. As of December 31, 2011, it had approximately 480,000 net acres in the Mid-Continent and its production was approximately 330 millions of cubic feet equivalent per day.

The Company has more than 300,000 net acres in Oklahoma�� Woodford play. Approximately 170,000 net acres are in the Arkoma Woodford Basin. As of December 31, 2011, its net daily production in the Arkoma Woodford was approximately 180 millions of cubic feet equivalent per day. As of December 31, 2011, it had more than 125,000 net acres in the Cana Woodford play, located in the Anadarko Basin. The Company has approximately 50,000 net acres in the Granite Wash, located in Oklahoma and the Texas Panhandle. As of December 31, 2011, its net production from the region was approximately 101 millions of cubic feet equivalent per day. Its producing field in the Granite Wash includes Stiles/Britt Ranch, where it operates and owns 17,000 net acres. During 2011, it ran three to four operated rigs in the Granite Wash. It has approximately 317,000 net acres in the Eagle Ford and Pearsall shales in the Maverick Basin, located in Maverick, Dimmit and Zavala counties, Texas. As of December 31, 2011, it completed a total of 54 wells in the basin and its production was approximately 3,800 barrels of oil equivalent per day. The acreage includes multiple geologic horizons, including the Georgetown, Glen Rose, Pearsall, Austin Chalk and the Eagle Ford.

Conventional Plays

The Company has operations in conventional plays onshore Texas, offshore Malaysia and China and! in the G! ulf of Mexico. As of December 31, 2011, it owned an interest in approximately 147,000 net acres in conventional onshore Texas plays with net production of approximately 88 millions of cubic feet equivalent per day. Its international activities are focused on offshore oil developments in Southeast Asia and China. It has production and active developments offshore Malaysia and the People�� Republic of China. As of February 21, 2012, its net production from Malaysia was at 29,000 barrels of oil equivalent per day. It has an interest in approximately 925,000 net acres offshore Malaysia and approximately 290,000 net acres offshore the People�� Republic of China.

As of December 31, 2011, the Company owned interests in 91 deepwater leases and approximately 275,000 net acres. As of December 31, 2011, its net production from the Gulf of Mexico was approximately 75 millions of cubic feet equivalent per day. In February 2012, production commenced from its deepwater Pyrenees development, with net daily production of approximately 3,300 barrels of oil equivalent per day.

    Independent oil and natural gas driller Newfield Exploration (NYSE: NFX  ) jumped 7.4% after its first-quarter profit results topped the Street's expectations. For the quarter, Newfield reported an adjusted profit of $0.45 as its domestic liquids production jumped 9%. Analysts had only been anticipating a $0.44 profit. Looking ahead, Newfield forecast a 12% quarter-over-quarter increase in domestic liquids production. With Newfield valued at only nine times forward earnings -- even though it does have quite a bit of natural gas in its asset portfolio (44%) -- it could be primed for further upside.

    Newfield Exploration (NFX) has plunged today after the oil and gas explorer revealed its production targets for 2014 and beyond.

    Newfield Exploration Co. updated its “three-year plan” and provided additional information. Net production from continuing operations in 2014 is expected to range from 44 – 48 million BOE, or 10% – 20% higher than 2013 estimated net production from continuing operations of approximately 40 million BOE. Domestic liquids production in 2014 is expected to increase 30% over the previous year.

    Company is tightening the previously announced production guidance range. New range is 44-48 mmboe and 48-55 mmboe in 2014 and 2015, respectively. Domestic liquids growth y/y in 2014 is expected at 30%, slightly below prior guidance for 38%. Lower liquids is likely the result of morecapital being deployed in the Cana and slower near-term growth in the Uinta due to refinery maintenance…

    2013 production has so far come-in at the high-end of previous guidance, and a similar outcome is possible for 2014-2016. The stock is well positioned from here to outperform, as the market is likely assuming the midpoint of guidance will be achieved. Additionally, the 2013 reserve report is an upcoming catalyst – we believe NFX is an NAV story. On a $95 / $4 price deck, we estimate a 2013 P1 value of $23/shr.

    Shares of Newfield have dropped 8% to $24.31 at 3:45 p.m., well below Exxon Mobil’s (XOM) 0.3% gain, Occidental Petroleum’s (OXY) 0.5% rise and Anadarko Petroleum’s (APC) 0.4% dip.

New Western Energy Corporation, incorporated on September 25, 2008, is an oil and gas and mineral exploration and production company with current projects located in Oklahoma, Kansas and Texas. The Company�� principal business is in the acquisition, exploration and development of, and production from oil, gas and mineral properties. The Company�� project includes Oklahoma Project, Texas Project, Kansas Project and Pennsylvania project. As of December 31, 2011, the Company�� total estimated unproved reserves were approximately 1,495,757 barrels of oil reserves. On January 2, 2012, the Company acquired of 100% interest in Royal Texan.

Oklahoma Project

This project comprises of two leases Glass and Phillips. The Glass Lease is located in Roger County, Oklahoma. The Glass leasehold property contains approximately 120 acres. The Phillips Lease is located in Rogers County, Oklahoma. The Phillips leasehold property contains approximately 150 acres. The Company�� oil leases located in Oklahoma were originally obtained from one lessor RC Oil Co.

Texas Project

This project comprises of three leases Swenson, Reves and McLellan. On January 27, 2011, the Company�� subsidiary New Western Texas acquired a 50% working interest in 160 acres of oil and gas leases in Jones County, Texas, known as the Swenson Lease. On August 8, 2011, the Company�� subsidiary New Western Texas was assigned from a third party a Paid Up Oil and Gas Lease agreement with Michael L. McLellan and Paula McLellan (Lessors), which provided us a 50% working interest in approximately 160 acres of land for the purpose of exploring for developing, producing and marketing oil and gas, along with all hydrocarbon and non-hydrocarbon substances produced.

Kansas Project

On December 20, 2011, entered into an assignment of oil and gas lease with an independent third party for an oil and gas property in Kansas referred to as Chautauqua Lease, whereby the assignor gra! nted the rights to the Company to carry on geographical and other exploratory work, including core drilling, and the drilling, and operating for producing, and marketing all of the oil, gas, including all associated hydrocarbons. As of December 31, 2011, the Company has not started any oil and gas exploration on Chautauqua Lease.

Pennsylvania project

The property is approximately 23 acres and is located on a glacial aged kame terrace. The terrace sands, gravels and finer sediments were deposited in response to blockage by glacial ice. Pennsylvania's Marcellus Shale natural gas producers operate approximately 50,000 wells and deliver more than 158 billion cubic feet of natural gas.

    Small cap New Western Energy Corp is an independent energy company engaged in the acquisition, development, production, and exploration of oil, gas and minerals primarily in North America. On Friday, New Western Energy Corp fell 16% to $0.189 for a market cap of $13.02 million plus NWTR is down 37% over the past year and down 10% since February 2012 according to Google Finance.
